When the sign is exceeding the substance too much, hypocrisy happens (‘hypocrisy’ literally means you come under criticism; it's a Greek derived term, ‘hypo’ means "under," ‘crisy’ comes from a root that refers to discrimination, as in the critical faculity which discerns/discriminates). ;)

Virtue signaling is a type of status, ability or trait signaling. Virtue is a beneficial quality or power of a thing or action. No chief enough culture has not valued helpfulness, and regarded helpfulness as beneficial, and virtuous, and virtue is co-essential with helpfulness in any era and area on the planet in history. What is seen as beneficial is of course dependent on a concept of the good, since ‘beneficial’ means helpful and the most mainstream view of helpfulness is as something that is good. From a traditional perspective, our civilization is built through and on virtue. Virtue signalling has been used to refer to instances where an entity signals virtue without purportedly genuinely having it. A cynical term. Certainly, trying to signal virtue without any virtue is hypocrisy. But you can also signal virtue while having it. E.g. publishing your paper can signal virtue, and also be virtuous (if it helps people). False Virtue-Signaling has been said to be Vice-enabling

Claiming that if a person can't produce a solution on the spot he must be just virtue signalling is not having much faith in that person. Simply opening a discussion to with time and effort discover solutions is not the same as just virtue signalling. Discourse is a good in itself, situationally.
